Foreign workers have become an important source for many districts but can also create confusion if the basic process is a mystery and your district is not prepared to respond to related inquiries. Compensation Costs/Time & Effort for Federal Procedures Man.

The EDGAR regulations, specifically §200.430, allow compensation and benefit costs with federal grant funds for services performed during the grant period, subject to the following: 1) reasonable compensation costs, 2) paid accordance to established written policy; 3) follows the same appointment written policies, and 4) costs are supported with documentation. Although every district may have a written School Board Policy related to compensation, i.e. DEA Local, not every district may have written procedures or a Compensation Plan for allowable compensation costs. Travel Guidelines for Your Federal Procedures Manual

The EDGAR regulations, specifically §200.474, allow travel costs with federal grant funds in accordance with the district’s written travel reimbursement policies and consistent with those normally allowed in like circumstances in non-federal activities. Although every district may have a written School Board Policy related to travel, i.e. DEE Local, not every district may have written travel procedures regarding what travel costs are allowable and unallowable.
