LEAs are facing unprecedented funding challenges that makes critical decision-making necessary as program budgets are analyzed. The special education budget should be based on what is required to deliver FAPE (Free Appropriate Public Education), but many LEAs find themselves building the special education budget based on MOE thresholds that many feel helpless to manage. This session will teach you the variables that you have control over and how you can manage the threshold. The MOE cycle, exceptions, SHARS, 55% program spending, CEIS/CCEIS can all seem overwhelming, but you will be shown a methodical, logical approach to MOE and strategies to use so that you maintain compliance, manage the threshold and still build a budget for student success.
