Unraveling SHARS, RMTS & their Impact on Schools

The SHARS program enables Texas school districts and shared service arrangements to claim reimbursement for Medicaid-eligible health services. The Texas Health and Human Services Commission (HHSC) uses the Random Moment Time Study (RMTS) to calculate district costs, which are then used to calculate district reimbursements. In Fiscal Year 2022, a recalculation of the Direct Medical percentage shook up reimbursements for districts statewide.
